What is Gem Refinery?

A July 2026 update video linked to this place says the refinery makes gems worth 5x and that building it costs a lot of cogs. The cog counts in that test are not copied here as a recipe. Prospector's reported level 5 starts you with one, and adds a 5% chance for a gem vein to drop 10 gems.
